Mark, a partner in the Bucks County office, has an extensive litigation background in the areas of condemnation, real estate, zoning and tax assessment law. As a member of the Firm's Condemnation Group and the Zoning/Land Use Groups, he represents individuals, businesses, municipalities and authorities in a variety of real estate matters including land use, zoning and condemnation cases. He has litigated numerous valuation cases before boards and courts at the trial and appellate levels. Mark has represented several school district clients in the condemnation of properties for the construction of new schools, and has represented municipal clients in condemning properties for the construction of various municipal projects. Likewise, he has represented individuals and businesses to defend condemnations by PennDOT, local municipalities and authorities.

In 2004, Mark was named a “Pennsylvania Super Lawyer” as selected by his peers statewide, representing the top five percent of all lawyers in the Commonwealth, in a joint project of Law and Politics Magazine and Philadelphia Magazine. He has a wide breadth of industry knowledge in general commercial litigation matters. In 1998, he co-authored the Cumulative Supplement to Snitzer on Pennsylvania Eminent Domain, the widely quoted treatise on Pennsylvania eminent domain law.

In a recent notable valuation case, Mark obtained a $65 million dollar assessment settlement on behalf of our client, a Delaware County school district. The case was complicated, dealing with 12 separate, but contiguous, properties owned by a City Authority.

Mark is a member of the Montgomery County Bar Association's Municipal Law and Real Estate Committees. He is a graduate of Capital University Law School, where he was a member of the Law Review, the National Moot Court Team and the Order of the Barristers. He graduated from the University of Delaware in 1983 with a B.A. in English and Economics. He served as the law clerk to the Honorable Richard S. Lowe from 1986 to 1987.
