David is a partner in the Philadelphia office of Fox Rothschild LLP and is a nationally recognized authority in the complex field of eminent domain law. He is a co-chair of the firm's Condemnation Group, a member of the Executive Committee and serves as Administrative Partner for the firm's Litigation Department.

David has represented condemnors (governments, municipalities) and condemnees (property owners) in a variety of eminent domain cases in many states including Pennsylvania, New Jersey, New York, Kentucky and Texas. David's condemnor clients have included local governments, airport authorities, school districts, casinos, and other condemning authorities. David has represented condemnees in matters involving commercial and industrial properties, landfills, quarries, coal reserves, cemeteries, and residential properties.

David has been interviewed and quoted regarding eminent domain topics in newspapers and other media outlets around the country such as CNN/Money.com, The Philadelphia Inquirer, the National Law Journal, The Philadelphia Business Journal, The Bond Buyer, the Pittsburgh Post-Gazette, The Texas Lawyer, and newspapers from Florida to California. He has appeared on radio shows, such as the nationally-syndicated Mitch Album Show and Pennsylvania radio stations, WPHT 1210, KDKA 1020, and WHP 580 to discuss condemnation topics.

David is a co-author of the annual supplements to the Pennsylvania treatise on condemnation law, Snitzer on Eminent Domain Law and has written articles for several publications including for the Appraisal Institute, the Mortgage Bankers Associations, the National Association of Home Builders, the Pennsylvania League of Cities and Municipalities, and the Pennsylvania Planning Association. He has also lectured on real estate and eminent domain related issues nationally.

Admitted to practice before the Supreme Court of the United States, David is a member of the American, Pennsylvania and New Jersey Bar Associations. David is also a member of the Client Advisory Committee, a national committee of the Appraisal Institute.

David graduated from Emory University and Temple University School of Law. He was the Associate Managing Editor of the Temple Law Review and a Moot Court Honor Society Member. David also served as a student law clerk for the Honorable John T.J. Kelly, Jr. of the Pennsylvania Superior Court.

Prior to attending law school, David worked professionally in politics and nonprofit fundraising. He was the Campaign Manager for United States Representative R. Lawrence Coughlin's 1984 successful reelection campaign. David was an Advanceman for United States Senator John Heinz' 1982 successful reelection campaign.
